Net Energy Metering (NEM) 3.0 could result in a steep reduction in the value of energy produced by residential and commercial solar PV systems in California.The CPUC has been arguing that customers without solar are bearing the brunt of the cost to maintain the powerlines as they are not receiving as much revenue from customers with rooftop solar. They also argue that people with rooftop solar are receiving more value for their energy generation than they contribute to the grid.
